Welcome to the refreshed West Dunbartonshire Health & Social Care Partnership (WDHSCP) Medium Term Financial Plan covering the period 2022/23 - 2026/27. The medium term financial plan sets out the forecast income and expenditure for the Integrated Joint Board, commonly known as the HSCP Board over the next five years. Whilst the funding levels contained in the 2022/23 budget have only been set for one year, we have based future projections on historical trends and the financial outlook positions of our key partners.

The medium term financial plan for West Dunbartonshire Health and Social Care Partnership (HSCP) sets out the financial outlook covering the next five years for the HSCP Board and the associated delivery of services through the HSCP as directed by the Board.
The Regulations set out the respective responsibilities of the Chief Officer and the Chief Financial Officer of the Partnership Board.
The Integration Scheme requires a Risk Management policy and underpinning strategy be in place to support integrated service delivery (except for NHS acute hospital service). The risk management framework provides the IJB with information to aid decision making in relation to delivery of the HSCP Strategic Plan.
This strategy and framework sets out the approach, procedure, process, systems, risk management roles and responsibilities for monitoring and management of Strategic Risks for the HSCP Board.
This guidance outlines the framework for reserves, the purpose of reserves and some key issues to be considered when determining the appropriate level of reserves.
