The Promise is the result of the Independent Care Review, which spoke to over 5,500 people about the care system, gathering experiences and views on what should change. This concluded in 2020, and The Promise was subsequently published.
The Promise is a 10 year transformational change programme, and is built on these five foundations:
- Voice: Ensuring that children and young people are listened to and involved in decisions about their care.
- Family: Supporting children to stay with their families where safe and providing necessary support to overcome difficulties.
- Care: When staying with family isn't possible, ensuring children remain with siblings and belong to a loving home.
- People: Supporting the workforce to build trusting, compassionate relationships with those they support.
- Scaffolding: Providing a supportive system that is available when needed
